| 1. |
These Regulations are
provided in accordance with the University Law and Code of Practice
for University Law, and the Degree Conferment Law and Code of Practice
for Degree Conferment Law. |
| 2. |
All departments, graduate
institutes and degree programs offering master and/or doctoral programs
must draw out postgraduate study regulations in accordance with the
University Law and Code of Practice for University Law, and the Degree
Conferment Law and Code of Practice for Degree Conferment Law. The
college curricular committee and university curricular committee in
proper order must review these postgraduate study regulations. Prior
to implementation, these regulations must be submitted to the council
of Academic Affairs for approval. The postgraduate study regulations
must include the following rules.
- Admission requirements
These requirements must at least include status change requirements
for master’s students, i.e. changing from the master program to
the PhD program; and requirements for students applying for transferring
from one department/graduate institute to another.
- Period of study
The period of study must at least include the minimum and maximum
periods of study for full-time and part-time students.
- Program requirements
Program requirements must at least include all required courses,
minimum graduation credits and credit exemption regulations, including
whether credits previously accumulated by master students who
are now directly admitted to the PhD program can be considered
valid for the minimum required credits of the doctoral program.
- Adviser requirements
The adviser requirements must include the application for and
changing of adviser.
- PhD candidate qualifying
examination (comprehensive test) requirements.
- Oral defense requirements
and procedures.

The minimum
and maximum periods of study for master and doctoral programs of the
NCTU must be one to four years and two to seven years, respectively.
Part-time students may extend the periods of study for one more year.
In consideration of the characteristics and requirements of different
disciplines, a department (graduate institute or degree program) may,
if applicable, change the minimum and maximum periods of study. |

After completing the required
courses and accumulating the minimum graduation credits, passing all
qualifying tests pertaining to that program, and submitting their
thesis, a master student may apply for an oral defense. After being
approved by members of the oral defense committee, NCTU must confer
a master degree upon the student. However, a student who has submitted
her/his thesis and who is recommended by the supervisor may apply
for an oral defense even if s/he will not complete the required courses
and accumulate the minimum graduation credits until the end of the
semester. NCTU must confer a master degree upon the student after
s/he has completed the required courses and accumulated the minimum
graduation credits. |

President of NCTU must
select members to form an oral defense committee for master degree.
The committee must consist of three to five members recommended to
the president by the department, graduate institute or degree program
committee from among scholars and experts inside and outside of NCTU
specializing in the area of research or study of the applicant. These
members must fulfill at least one of the following requirements.
- A member must have
been a professor or assistant professor.
- A member must be
a research fellow or must have been a researcher and assistant
researcher of Academia Sinica.
- A member must hold
a doctoral degree with outstanding academic achievements or must
have been an associate professor.
- A member must have
outstanding academic or professional achievements in certain rare
or specific fields.
The criteria of qualification
determination for (3) and (4) must be drawn by the staff meeting of
the individual department and graduate institute or the degree program
committee. |

A PhD student of NCTU
fulfilling the following requirements can be a PhD candidate.
- A PhD student who
has completed all required courses and accumulated the minimum
graduation credits.
- A PhD student who
has passed the PhD candidate qualifying examination (COM) and
other evaluations of the department (graduate institute).
A PhD candidate may apply
for an oral defense after submitting the dissertation. After being
approved by the PhD oral defense committee, NCTU must confer the doctoral
degree upon her/him. |

President of NCTU must
select members to form the PhD oral defense committee. The committee
must consist of five to nine members recommended to the president
by the department or graduate institute from among scholars and
experts inside and outside of NCTU specializing in the area of research
or study of applicants. The number of members from inside and outside
of NCTU must be no less than a third of the total number of members.
These members must fulfill at least one of the following requirements.
- A member must have
been a professor.
- A member must be
a research fellow or must have been a researcher of Academia Sinica.
- A member must have
been an assistant professor or an assistant researcher of Academia
Sinica.
- A member must hold
a doctoral degree with outstanding academic achievements or must
have been an associate professor.
- A member must have
outstanding academic or professional achievements in certain rare
or specific fields.
The criteria of qualification
determination for (3) to (5) must be drawn by the staff meeting of
the individual department or graduate institute. |

All master and PhD
degree defense must be conducted orally. Written test may be organized
when it is deemed necessary. All oral defenses must comply with
the following rules.
- All oral defenses
must be conducted openly. The time, place and title of thesis
(dissertation) must be announced before the oral defense.
- All members of an
oral defense committee must attend the oral defense in person.
No replacement allowed. An oral defense must only be organized
when no less than three and five committee members attend the
oral defense for the master degree and doctoral degree, respectively.
- President of NCTU
must appoint a committee chairperson from among the committee
members. The adviser of candidate can not be the chairperson.
- The passing grade
and full marks of the oral defense are 70 and 100, respectively.
Evaluation must be conducted once according to the average of
scores given by the members attending the oral defense. Nonetheless,
a master candidate is deemed failed, and no average score should
be calculated, when the scores given by half or more members attending
the oral defense are below the passing grade. Likewise, a doctoral
candidate is deemed failed and no average score calculated when
the score given by a third or more members attending the oral
defense are below the passing grade.
- A candidate is deemed
failed when plagiarism or cheating is discovered in the thesis/dissertation
and confirmed by the oral defense committee.
- A department (graduate
institute or degree program committee) must specify other related
requirements in the program requirements.

NCTU will confer the master
degree upon a master student who is admitted directly to the doctoral
program and passed the PhD qualifying examination (COM) after s/he
has submitted the dissertation approved by the oral defense committee
for a master degree even if s/he fails to pass the PhD oral defense. |
| 10. |
The titles of degrees
of all departments (graduate institutes and degree programs) and changes
thereof must be determined by NCTU and implemented after being approved
by the Ministry of Education. |
| 11. |
A postgraduate student
who fails to pass the oral defense or complete all required courses
within the maximum period of study must drop out of NCTU. |
| 12. |
Theses and dissertations
(and their abstracts) must be written preliminary in Chinese and comply
with the NCTU Thesis and Dissertation Formats. A student is required
to post an electronic version of the abstract and thesis/dissertation
on the university website within one month from passing the oral defense.

Specification for details.) A student must also submit three copies
of her/his thesis/dissertation (one displayed in the library and two
submitted to the Dean of Academic Affairs for collection by other
units as specified by the MOE). The department (graduate institute
or degree program committee) must determine the number of copies required. |

NCTU will cancel the degree
that has been conferred to a student and must request s/he to return
the certificate issued when plagiarism or cheating is discovered and
confirmed in the thesis/dissertation. |
| 14. |
The NCTU Recommendation
Committee must draw out the honorary doctoral degree conferment regulations
in accordance with the Degree Conferment Law and Code of Practice
for Degree Conferment Law. These regulations must be stated in the
memorandum of organization of the recommendation committee. |
| 15. |
Matters not provided herein
must be subject to the University Law and Code of Practice for University
Law, the Degree Conferment Law and Code of Practice for Degree Conferment
Law, and other education-related laws and regulations. |
| 16. |
This Regulations and amendments
thereof must be approved by the Council of Academic Affairs and approved
by the president of NCTU. It will be implemented after the approval
of the Ministry of Education. The same procedure will be repeated
for each revision. |
